Call it what you want

I call it perpetuating the worst instincts in people and appealing to their ignorance for personal gain.

And it truly is a sad spectacle to behold.

    Bill Summers is a master conguero/percussionist and was one of Herbie Hancock's Headhunters in his funk days. And yes this was the jam back in the day.
